The Upper Cumberland Development District (UCDD) was created by the Tennessee General Assembly to provide regional planning and assistance to the following counties: Cannon, Clay, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Smith, Van Buren, Warren, and White.
It is our belief that the fourteen counties, along with the many municipalities contained within, are made stronger through regional cooperation and shared resources.
The Upper Cumberland Development District is an organization dedicated to providing quality services to the people of the Upper Cumberland region of Tennessee. We are a multi-faceted organization; our services are wide-ranging, and we are always on the lookout for new, creative ways to serve our area. Everything we do at the Upper Cumberland Development District is undertaken in a spirit of service. Our programs are designed to improve the quality of life throughout the Upper Cumberland. Improving the quality of life for our friends and neighbors is our mission--it drives everything we do.
When you look at our website you’ll see just how many different programs and projects we administer. We have programs that serve the Older Adult population through our Area Agency on Aging and Disability; we serve children and families with our Relative Caregiver Program and Special Projects Department. We meet infrastructure needs with our Community and Economic Development Team; our Housing Department addresses housing needs for underserved populations.
Through our Research Department we seek new and innovative programs to better serve our communities; we work to preserve the unique cultural and natural assets of our beautiful region through Cultural Resources Management. Our Cumberland Area Investment Corporation helps develop small businesses, and we help local communities plan transportation projects through our Rural Planning Organizations.
